Lucio, he has a point - my heroes were the drivers who drove off into the distance, but the point of overtaking for me is having the choice to do so, not being restricted by aero or circuit, or even driver blocking,

I see good sense in both comments. The perspective of the writer quoted is fresh and creative. He and Chris, in different ways, both make the excellent point that knowledgeable race fans don't need constant action. As Chris points out, rules can easily be changed to effect better racing.
What's needed is not necessarily more passing but, as Chris says, the opportunity to do so. The aerodynamic guidelines should allow cars to approach close behind and test the nerves of the driver in front, a real test of driving skill unaffected by algorithmic pit strategy or who has fresher tyres, to return an essence of racing now seldom seen.
Most passes nowadays are enabled by the pure artifice of drag reduction. With rules to simplify wings and decrease downforce, the excitement of close racing will increase even without more passing.
